Tony Onyemaechi Elumelu (born 22 March 1963) is a Nigerian economist, entrepreneur, and philanthropist. He is the Chairman of Heirs Holdings, the United Bank for Africa, Transcorp and founder of The Tony Elumelu Foundation. Elumelu holds the Nigerian national honours, the Commander of the Order of the Niger (CON) and Member of the Order of the Federal Republic (MFR). Datuk Seri Haji Johari Abdul Ghani is a qualified Chartered Accountant and he is a Fellow of the Chartered Association of Certified Accountants. During the Malaysia general elections in May 2013, he won the Titiwangsa parliamentary seat and on 27th July 2015, he was appointed as the Deputy Minister of Finance.

Mr. Ba obtained his bachelor’s degree in G2 Technique in 1980, he studied economics at the Cheikh Anta Diop University of Dakar where he graduated four years later with a degree in Master of Economics, Option Management of Enterprises.
